Nov\u00fd p\u0159\u00edstup, jak\u00fdm jsou svazkov\u00e9 \u0161koly, nab\u00edz\u00ed efektivn\u00ed \u0159e\u0161en\u00ed: sd\u00edlen\u00ed zdroj\u016f, administrativn\u00ed \u00faspory a mo\u017enost spolupr\u00e1ce mezi obcemi. Tyto \u0161koly mohou v\u00fdrazn\u011b zlep\u0161it vzd\u011bl\u00e1vac\u00ed podm\u00ednky a konkurenceschopnost jednotliv\u00fdch za\u0159\u00edzen\u00ed. Jak ukazuje anal\u00fdza odborn\u00edk\u016f a zku\u0161enosti m\u00edstn\u00edch \u0159editel\u016f, pr\u00e1v\u011b tento model m\u016f\u017ee poskytnout d\u011btem v mal\u00fdch obc\u00edch p\u0159\u00edstup k kvalitn\u00edmu vzd\u011bl\u00e1v\u00e1n\u00ed a p\u0159\u00edle\u017eitost k \u00fa\u010dasti na pestr\u00e9 \u0161k\u00e1le aktivit<\/strong><\/p>\n\n\n\n<p>V \u010cesk\u00e9 republice je 2 635 obc\u00ed, kter\u00e9 spravuj\u00ed celkem 3 620 ve\u0159ejn\u00fdch z\u00e1kladn\u00edch \u0161kol. Tento model, v n\u011bm\u017e v\u011bt\u0161ina obc\u00ed provozuje pouze jednu \u0161kolu, se podle v\u00fdzkumu <a href=\"https:\/\/www.paqresearch.cz\/post\/svazkova-skola-kvalitni-vyuka-i-do-nejmensich-obci\/\">PAQ Research<\/a> ukazuje jako neefektivn\u00ed a nespravedliv\u00fd, zejm\u00e9na z hlediska vzd\u011bl\u00e1vac\u00edch podm\u00ednek. Takto mohou efektivn\u011bji hospoda\u0159it s rozpo\u010dty a z\u00e1rove\u0148 zaru\u010dit kvalitn\u00ed vzd\u011bl\u00e1vac\u00ed slu\u017eby pro sv\u00e9 \u017e\u00e1ky.<\/p>\n\n\n\n<p>Studie pro Aspen Institute Central Europe ukazuje, \u017ee \u010desk\u00fd vzd\u011bl\u00e1vac\u00ed syst\u00e9m nal\u00e9hav\u011b pot\u0159ebuje reformy v oblasti z\u0159izov\u00e1n\u00ed \u0161kol. Mal\u00e9 \u0161koly, kter\u00e9 \u010dasto bojuj\u00ed s nedostatkem financ\u00ed, nedok\u00e1\u017eou poskytnout pot\u0159ebnou podporu d\u011btem se speci\u00e1ln\u00edmi pot\u0159ebami, co\u017e se projevuje na ni\u017e\u0161\u00edch v\u00fdsledc\u00edch \u017e\u00e1k\u016f dev\u00e1t\u00fdch t\u0159\u00edd. Model svazkov\u00fdch \u0161kol, kdy v\u00edce obc\u00ed sd\u00edl\u00ed odpov\u011bdnost za spr\u00e1vu \u0161kol, se ukazuje jako efektivn\u00ed alternativou.<\/p>\n\n\n\n<p><em>\u201eM\u011bsto Ti\u0161nov bez toho, aby n\u00e1m cokoliv ozn\u00e1milo, svolalo mimo\u0159\u00e1dn\u00e9 jedn\u00e1n\u00ed zastupitelstva a jako jedin\u00fd bod jedn\u00e1n\u00ed zru\u0161ilo p\u016fvodn\u00ed \u0161kolsk\u00e9 obvody. Tud\u00ed\u017e my jsme byli hozeni p\u0159es palubu, kdy\u017e to \u0159eknu takto. Dal\u0161\u00ed v\u00fdhodou svazkov\u00fdch \u0161kol je mo\u017enost sd\u00edlen\u00ed u\u010ditel\u016f a provozn\u00edch zam\u011bstnanc\u016f, co\u017e p\u0159in\u00e1\u0161\u00ed v\u011bt\u0161\u00ed flexibilitu a zaji\u0161\u0165uje pln\u00e9 \u00favazky pro zam\u011bstnance.
