N\u00e1vrh obsahuje deset kl\u00ed\u010dov\u00fdch opat\u0159en\u00ed, mezi nimi\u017e dominuje zru\u0161en\u00ed dev\u00e1t\u00e9ho ro\u010dn\u00edku z\u00e1kladn\u00ed \u0161koly, prodlou\u017een\u00ed povinn\u00e9 \u0161koln\u00ed doch\u00e1zky na prvn\u00ed dva roky st\u0159edn\u00ed \u0161koly a zaveden\u00ed jednotn\u00e9 v\u00fdstupn\u00ed zkou\u0161ky ze z\u00e1kladn\u00ed \u0161koly. Podle Zaj\u00ed\u010dkov\u00e9 je sou\u010dasn\u00fd syst\u00e9m zastaral\u00fd a pot\u0159ebuje z\u00e1sadn\u00ed zm\u011bnu, kter\u00e1 by odpov\u00eddala modern\u00edm po\u017eadavk\u016fm spole\u010dnosti a trhu pr\u00e1ce.<\/strong><\/p>\n\n\n\n<p>Hlavn\u00edm bodem reformy je zkr\u00e1cen\u00ed povinn\u00e9 z\u00e1kladn\u00ed \u0161koly z dev\u00edti na osm let a roz\u0161\u00ed\u0159en\u00ed povinn\u00e9 \u0161koln\u00ed doch\u00e1zky o dva roky st\u0159edo\u0161kolsk\u00e9ho studia. Podle Zaj\u00ed\u010dkov\u00e9 si d\u00edky tomu budou moci \u017e\u00e1ci d\u0159\u00edve osvojit odborn\u00e9 a praktick\u00e9 dovednosti.<strong> \u201eSpole\u010densk\u00e9 d\u016fvody pro zaveden\u00ed dev\u00edtilet\u00e9 z\u00e1kladn\u00ed \u0161koly pominuly. Nen\u00ed \u017e\u00e1douc\u00ed, aby d\u011bti v tomto v\u011bku rovnou nastupovaly do pracovn\u00edho procesu,\u201c <\/strong>uvedl n\u00e1m\u011bstek ministra \u0161kolstv\u00ed Ji\u0159\u00ed Nantl \/ODS\/. <\/p>\n\n\n\n<p>Poslankyn\u011b nav\u00edc navrhuje rozd\u011blen\u00ed z\u00e1kladn\u00ed \u0161koly do t\u0159\u00ed stup\u0148\u016f \u2013 prvn\u00ed by zahrnoval prvn\u00ed a\u017e t\u0159et\u00ed ro\u010dn\u00edk, druh\u00fd \u010dtvrt\u00fd a\u017e \u0161est\u00fd a t\u0159et\u00ed sedm\u00fd a osm\u00fd. Dne\u0161n\u00ed syst\u00e9m dvou stup\u0148\u016f by tak byl v p\u0159\u00edpad\u011b schv\u00e1len\u00ed n\u00e1vrhu opu\u0161t\u011bn. <\/p>\n\n\n\n<p><strong>Nov\u00e9 maturity a jednotn\u00e9 zkou\u0161ky<\/strong><\/p>\n\n\n\n<p>Mezi dal\u0161\u00ed opat\u0159en\u00ed pat\u0159\u00ed zaveden\u00ed tzv. mal\u00e9 a velk\u00e9 maturity. Mal\u00e1 maturita by byla povinnou zkou\u0161kou po dvou letech st\u0159edo\u0161kolsk\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed, zat\u00edmco velk\u00e1 maturita by se zam\u011b\u0159ovala na odbornou p\u0159\u00edpravu a p\u0159\u00edstup na vysok\u00e9 \u0161koly. Tento syst\u00e9m m\u00e1 poskytnout flexibilitu \u017e\u00e1k\u016fm, kte\u0159\u00ed st\u0159edn\u00ed \u0161kolu nedokon\u010d\u00ed, a umo\u017enit jim snaz\u0161\u00ed vstup na trh pr\u00e1ce. <\/p>\n\n\n\n<p>Sou\u010d\u00e1st\u00ed n\u00e1vrhu je i jednotn\u00e1 v\u00fdstupn\u00ed zkou\u0161ka pro \u017e\u00e1ky z\u00e1kladn\u00edch \u0161kol, kter\u00e1 by m\u011bla b\u00fdt univerz\u00e1ln\u00edm m\u011b\u0159\u00edtkem dosa\u017een\u00e9ho vzd\u011bl\u00e1n\u00ed a kl\u00ed\u010dem k dal\u0161\u00edmu studiu. <\/p>\n\n\n\n<p><strong>Reforma inkluze a infrastruktury<\/strong><\/p>\n\n\n\n<p>Zaj\u00ed\u010dkov\u00e1 se rovn\u011b\u017e zam\u011b\u0159ila na reformu spole\u010dn\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed (inkluze) a kari\u00e9rov\u00e9ho poradenstv\u00ed. N\u00e1vrh obsahuje i pl\u00e1n na optimalizaci \u0161kolsk\u00e9 infrastruktury, v\u010detn\u011b slou\u010den\u00ed mal\u00fdch \u0161kol. Podle n\u00ed by novinka mohla p\u0159in\u00e9st \u00faspory, kter\u00e9 by \u0161ly vyu\u017e\u00edt na platy u\u010ditel\u016f a rozvoj \u0161kol. <\/p>\n\n\n\n<p>Zkr\u00e1cen\u00ed z\u00e1kladn\u00ed \u0161koly by mohlo umo\u017enit d\u0159\u00edv\u011bj\u0161\u00ed p\u0159echod na odborn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed, co\u017e by \u017e\u00e1k\u016fm dalo v\u011bt\u0161\u00ed prostor k z\u00edsk\u00e1n\u00ed dovednost\u00ed po\u017eadovan\u00fdch na trhu pr\u00e1ce. Povinn\u00e9 st\u0159edo\u0161kolsk\u00e9 roky by zase mohly pomoci \u017e\u00e1k\u016fm z m\u00e9n\u011b podn\u011btn\u00e9ho prost\u0159ed\u00ed setrvat d\u00e9le v syst\u00e9mu vzd\u011bl\u00e1v\u00e1n\u00ed, \u010d\u00edm\u017e by zv\u00fd\u0161ily jejich \u0161ance na dal\u0161\u00ed studium nebo zam\u011bstn\u00e1n\u00ed.<\/p>\n\n\n\n<p>Mal\u00e1 maturita by pak slou\u017eila jako p\u0159echodn\u00e9 ocen\u011bn\u00ed dosa\u017een\u00fdch znalost\u00ed a dovednost\u00ed, co\u017e by bylo v\u00fdhodn\u00e9 zejm\u00e9na pro studenty, kte\u0159\u00ed z r\u016fzn\u00fdch d\u016fvod\u016f nedokon\u010dili cel\u00e9 st\u0159edo\u0161kolsk\u00e9 studium. Jednotn\u00e1 v\u00fdstupn\u00ed zkou\u0161ka ze z\u00e1kladn\u00ed \u0161koly by nav\u00edc mohla narovnat podm\u00ednky p\u0159i p\u0159ij\u00edm\u00e1n\u00ed na st\u0159edn\u00ed \u0161koly a zajistit v\u011bt\u0161\u00ed spravedlnost v p\u0159\u00edstupu ke vzd\u011bl\u00e1n\u00ed. Optimalizace \u0161kolsk\u00e9 infrastruktury by podle navrhovatelky vedla k efektivn\u011bj\u0161\u00edmu vyu\u017eit\u00ed prost\u0159edk\u016f. Slu\u010dov\u00e1n\u00ed mal\u00fdch \u0161kol by mohlo u\u0161et\u0159it n\u00e1klady, kter\u00e9 by pak mohly b\u00fdt investov\u00e1ny nap\u0159\u00edklad do plat\u016f u\u010ditel\u016f nebo do zlep\u0161en\u00ed vybaven\u00ed \u0161kol, <\/p>\n\n\n\n<p><strong>Vy\u0161\u0161\u00ed n\u00e1roky na \u017e\u00e1ky i u\u010ditele <\/strong>?<\/p>\n\n\n\n<p>Kr\u00e1cen\u00ed z\u00e1kladn\u00ed \u0161koly by pravd\u011bpodobn\u011b vedlo ke zv\u00fd\u0161en\u00ed n\u00e1rok\u016f na \u017e\u00e1ky i u\u010ditele, proto\u017ee u\u010divo z dev\u00e1t\u00e9ho ro\u010dn\u00edku by muselo b\u00fdt p\u0159esunuto do ni\u017e\u0161\u00edch ro\u010dn\u00edk\u016f. To by mohlo zp\u016fsobit p\u0159et\u00ed\u017een\u00ed d\u011bt\u00ed i pedagog\u016f, zejm\u00e9na na druh\u00e9m stupni. <\/p>\n\n\n\n<p>Povinn\u00e9 st\u0159edo\u0161kolsk\u00e9 roky by mohly b\u00fdt demotivuj\u00edc\u00ed pro \u017e\u00e1ky, kte\u0159\u00ed se necht\u011bj\u00ed v\u011bnovat dal\u0161\u00edmu studiu. V n\u011bkter\u00fdch p\u0159\u00edpadech by mohli tento \u010das vn\u00edmat jako zbyte\u010dn\u00fd, co\u017e by mohlo v\u00e9st k probl\u00e9m\u016fm s motivac\u00ed a disciplinou.<\/p>\n\n\n\n<p>Reforma by si vy\u017e\u00e1dala zna\u010dn\u00e9 investice do \u00faprav vzd\u011bl\u00e1vac\u00edch osnov, \u0161kolsk\u00e9 infrastruktury a p\u0159\u00edpravy u\u010ditel\u016f. Tyto n\u00e1klady by mohly b\u00fdt obt\u00ed\u017en\u011b realizovateln\u00e9 bez z\u00e1sadn\u00ed politick\u00e9 shody a dlouhodob\u00e9ho pl\u00e1nov\u00e1n\u00ed. <\/p>\n\n\n\n<p>Rovn\u011b\u017e by mohlo vzniknout riziko, \u017ee mal\u00e1 maturita nebude dostate\u010dn\u011b respektov\u00e1na na pracovn\u00edm trhu, co\u017e by mohlo sn\u00ed\u017eit jej\u00ed praktick\u00fd p\u0159\u00ednos. Z\u016fst\u00e1v\u00e1 ot\u00e1zkou, zda by zaveden\u00ed nov\u00e9 zkou\u0161ky nep\u0159ineslo v\u00edce administrativn\u00ed z\u00e1t\u011b\u017ee ne\u017e re\u00e1ln\u00fdch v\u00fdhod.<\/p>\n\n\n\n<p>Ministr \u0161kolstv\u00ed Mikul\u00e1\u0161 Bek (STAN) pova\u017euje prodlou\u017een\u00ed povinn\u00e9 doch\u00e1zky na st\u0159edn\u00ed \u0161kolu za d\u016fle\u017eit\u00e9 t\u00e9ma, ale upozor\u0148uje na pot\u0159ebu \u0161irok\u00e9 odborn\u00e9 a politick\u00e9 shody. Mluv\u010d\u00ed ministerstva Tereza Fojtov\u00e1 doplnila, \u017ee tak z\u00e1sadn\u00ed zm\u011bnu nen\u00ed vhodn\u00e9 zav\u00e1d\u011bt p\u0159ed koncem volebn\u00edho obdob\u00ed.<\/p>\n\n\n\n<p>Historie ukazuje, \u017ee d\u00e9lka povinn\u00e9 \u0161koln\u00ed doch\u00e1zky se v \u010cesku m\u011bnila opakovan\u011b \u2013 nap\u0159\u00edklad povinn\u00fd dev\u00e1t\u00fd ro\u010dn\u00edk byl zaveden v roce 1995.
