Je reakc\u00ed na zpr\u00e1vu Evropsk\u00e9 komise, kter\u00e1 zhodnotila pokrok v oblasti vzd\u011bl\u00e1v\u00e1n\u00ed. D\u00e1le Rada EU p\u0159ijala Z\u00e1v\u011bry o dal\u0161\u00edch kroc\u00edch k dosa\u017een\u00ed automatick\u00e9ho vz\u00e1jemn\u00e9ho uzn\u00e1v\u00e1n\u00ed vzd\u011bl\u00e1vac\u00edch kvalifikac\u00ed.<\/strong><\/p>\n\n\n\n<p>Usnesen\u00ed o Evropsk\u00e9m prostoru vzd\u011bl\u00e1v\u00e1n\u00ed se zam\u011b\u0159uje na inkluzi, \u0161koln\u00ed \u00fasp\u011bch pro v\u0161echny a rozvoj kl\u00ed\u010dov\u00fdch kompetenc\u00ed. Zab\u00fdv\u00e1 se tak\u00e9 zatraktivn\u011bn\u00edm u\u010ditelsk\u00e9 profese a \u0159e\u0161en\u00edm nedostatku u\u010ditel\u016f prost\u0159ednictv\u00edm zahrani\u010dn\u00ed mobility, zlep\u0161ov\u00e1n\u00edm pracovn\u00edch podm\u00ednek a zvy\u0161ov\u00e1n\u00edm pohody u\u010ditel\u016f. Dal\u0161\u00edm c\u00edlem je p\u0159ekon\u00e1n\u00ed p\u0159ek\u00e1\u017eek v mobilit\u011b a dosa\u017een\u00ed automatick\u00e9ho vz\u00e1jemn\u00e9ho uzn\u00e1v\u00e1n\u00ed ve vzd\u011bl\u00e1v\u00e1n\u00ed a odborn\u00e9 p\u0159\u00edprav\u011b. Minist\u0159i rovn\u011b\u017e podporuj\u00ed celo\u017eivotn\u00ed u\u010den\u00ed, v\u010detn\u011b vzd\u011bl\u00e1v\u00e1n\u00ed dosp\u011bl\u00fdch, zvy\u0161ov\u00e1n\u00ed kvalifikac\u00ed a rekvalifikac\u00ed pro zelenou a digit\u00e1ln\u00ed tranzici.<\/p>\n\n\n\n<p>Rada EU ve sv\u00fdch z\u00e1v\u011brech zd\u016fraz\u0148uje pot\u0159ebu propojen\u00ed Evropsk\u00e9ho prostoru vzd\u011bl\u00e1v\u00e1n\u00ed, Evropsk\u00e9ho prostoru vysoko\u0161kolsk\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed a Evropsk\u00e9ho v\u00fdzkumn\u00e9ho prostoru. Rovn\u011b\u017e vyz\u00fdv\u00e1 \u010dlensk\u00e9 st\u00e1ty a Evropskou komisi k intenzivn\u011bj\u0161\u00ed spolupr\u00e1ci se z\u00fa\u010dastn\u011bn\u00fdmi akt\u00e9ry na n\u00e1rodn\u00ed i evropsk\u00e9 \u00farovni, v\u010detn\u011b poskytovatel\u016f vzd\u011bl\u00e1v\u00e1n\u00ed, v\u00fdzkumn\u00fdch pracovn\u00edk\u016f, soci\u00e1ln\u00edch partner\u016f a ob\u010dansk\u00e9 spole\u010dnosti. <\/p>\n\n\n\n<p>Z\u00e1v\u011bry instituce se zam\u011b\u0159uj\u00ed na dal\u0161\u00ed kroky k dosa\u017een\u00ed automatick\u00e9ho vz\u00e1jemn\u00e9ho uzn\u00e1v\u00e1n\u00ed ve vzd\u011bl\u00e1v\u00e1n\u00ed a odborn\u00e9 p\u0159\u00edprav\u011b. \u010clensk\u00e9 st\u00e1ty jsou vyzv\u00e1ny k intenzivn\u011bj\u0161\u00edmu \u00fasil\u00ed p\u0159i napl\u0148ov\u00e1n\u00ed c\u00edl\u016f Doporu\u010den\u00ed Rady t\u00fdkaj\u00edc\u00edho se podpory automatick\u00e9ho vz\u00e1jemn\u00e9ho uzn\u00e1v\u00e1n\u00ed kvalifikac\u00ed z\u00edskan\u00fdch vysoko\u0161kolsk\u00fdm vzd\u011bl\u00e1n\u00edm a odbornou p\u0159\u00edpravou, stejn\u011b jako v\u00fdsledk\u016f studijn\u00edho pobytu v zahrani\u010d\u00ed. K tomu by m\u011bly \u010dlensk\u00e9 st\u00e1ty podporovat instituce p\u0159i implementaci automatick\u00e9ho vz\u00e1jemn\u00e9ho uzn\u00e1v\u00e1n\u00ed, nap\u0159\u00edklad prost\u0159ednictv\u00edm stanoven\u00ed n\u00e1rodn\u00edch postup\u016f.<\/p>\n\n\n\n<p>Vrcholn\u00fd org\u00e1n EU v tomto dokumentu upozor\u0148uje, \u017ee bez automatick\u00e9ho vz\u00e1jemn\u00e9ho uzn\u00e1v\u00e1n\u00ed kvalifikac\u00ed a v\u00fdsledk\u016f vzd\u011bl\u00e1v\u00e1n\u00ed v zahrani\u010d\u00ed nelze dos\u00e1hnout skute\u010dn\u00e9ho Evropsk\u00e9ho prostoru vzd\u011bl\u00e1v\u00e1n\u00ed. Toto uzn\u00e1v\u00e1n\u00ed je z\u00e1sadn\u00ed pro podporu mobility ve vzd\u011bl\u00e1v\u00e1n\u00ed, a kdy\u017e nen\u00ed automatick\u00e9, tak p\u0159edstavuje pro studenty i pedagogy velikou dministrativn\u00ed z\u00e1t\u011b\u017e.  To negativn\u011b ovliv\u0148uje rovn\u00fd p\u0159\u00edstup ke kvalitn\u00edmu a spravedliv\u00e9mu vzd\u011bl\u00e1v\u00e1n\u00ed po cel\u00fd \u017eivot a br\u00e1n\u00ed mobilit\u011b.<\/p>\n\n\n\n<p>Rada vyz\u00fdv\u00e1 \u010dlensk\u00e9 st\u00e1ty, aby vytvo\u0159ily prost\u0159ed\u00ed, kde bude platit, \u017ee kvalifikace umo\u017e\u0148uj\u00edc\u00ed p\u0159\u00edstup k ur\u010dit\u00e9mu stupni vysoko\u0161kolsk\u00e9ho vzd\u011bl\u00e1n\u00ed v jednom \u010dlensk\u00e9m st\u00e1t\u011b bude automaticky uzn\u00e1na jako zp\u016fsobil\u00e1 k p\u0159\u00edstupu k vysoko\u0161kolsk\u00e9mu vzd\u011bl\u00e1n\u00ed na stejn\u00e9 \u00farovni v jin\u00e9m \u010dlensk\u00e9m st\u00e1t\u011b, ani\u017e by bylo nutn\u00e9 stanovit specifick\u00e1 p\u0159ij\u00edmac\u00ed krit\u00e9ria pro konkr\u00e9tn\u00ed studijn\u00ed obory.<\/p>\n\n\n\n<p>EU ale tak\u00e9 upozor\u0148uje na rozd\u00edl mezi uzn\u00e1n\u00edm kvalifikace a p\u0159ijet\u00edm ke studiu. Automatick\u00e9 uzn\u00e1n\u00ed kvalifikace neznamen\u00e1 automatick\u00e9 p\u0159ijet\u00ed ke studiu bez spln\u011bn\u00ed p\u0159ij\u00edmac\u00edch podm\u00ednek. \u010casto doch\u00e1z\u00ed ke kombinaci proces\u016f uzn\u00e1v\u00e1n\u00ed a p\u0159ij\u00edm\u00e1n\u00ed na institucion\u00e1ln\u00ed \u00farovni, a proto je d\u016fle\u017eit\u00e9 spr\u00e1vn\u011b ch\u00e1pat koncept automatick\u00e9ho vz\u00e1jemn\u00e9ho uzn\u00e1v\u00e1n\u00ed, aby se p\u0159ede\u0161lo mo\u017en\u00fdm nesrovnalostem.<\/p>\n\n\n\n<p>Dal\u0161\u00edm d\u016fle\u017eit\u00fdm bodem na programu Rady byla politick\u00e1 rozprava o \u010dten\u00e1\u0159sk\u00e9 gramotnosti a jej\u00edm v\u00fdznamu pro u\u010den\u00ed, soci\u00e1ln\u00ed spravedlnost a aktivn\u00ed \u00fa\u010dast ve spole\u010dnosti.
